Italy is the fourth largest economy in Europe. The country’s GDP is made up by the sectors agriculture (1.8%), industry  (25%), and services – trade, finance, transportation, tourism (73.1%).

In eco-innovation scoreboard index Italy presents quite a strong performance with respect to the other European countries, and it is the 9th ranked country in EU28. In particular, Italy excels with respect to the European average under the dimensions “Eco- innovation activities”, “Eco-innovation outputs”, “Resource efficiency outcomes” and “Socio- Economic outcomes”. However, the dimension “Eco-Innovation inputs” it is 25% lower than the EU average

Italy’s eco-innovation and circular economy development are characterised by the increase in recycling activities (e.g. in textile, mineral oil, packaging, construction waste, etc), strong R&D performance in water pollution abatement, waste management, and renewable energy areas, as well as by the initiatives in industrial symbiosis.

The still-low private and public R&D expenditures can be explained by the Italian industrial structure, which is mainly composed of small-medium enterprises (SMEs) and family businesses, which have only limited access to credit and often are not of a large enough scale to undertake R&D projects. Nevertheless, the country shows great potential for specialising in renewable energy technologies, which have been well supported by policies and regulations .

Oxygen – cargo scooters for fleet service (postal service etc.)

Italy-ScooterOxygen, a spin-off from bicycle producer Atala established in 2000, produces fully electrical cargo scooters that are meant to serve predominantly fleet services in urban areas, as for instance postal delivery. After 2004, the strategic direction was focused on the fleet market and in the same year Oxygen developed the CargoScooter with a Ni-Zn technology batteries.

In October 2006, the Company changed its battery technology from  Nickel-Zinc to Lithium-Ion  and built an all-electric CargoScooter for the postal delivery market. This vehicle features a proprietary Direct Drive Propulsion System and has been designed to reduce energy costs maintenance expenses, increase efficiency, eliminate pollution and reduce noise. The CargoScooter is the result of four years of development and two years of comprehensive testing in cooperation with postal organizations. Among others, Oxygen won international tenders with Belgium Post (De Post/La Poste), with 50 CargoScooter delivered in 2007, with Swiss Post, with 250 Scooters delivered in 2008, and with the Spanish Post, Correos, with 30 Scooters delivered in 2008. It is understood that further assignments from Swiss Post are underway.

Determinants:
  • Barriers are especially the Italian market is dominated by a range of well known producers of fuel powered scooters
  • Lack of promotion through public institutions (e.g., promote access to areas with access constraints, priority lanes)
  • Drivers are sales in foreign countries (especially to Swiss Post) have significantly fostered the company image and the passive marketing;
  • Difficult mobility in urban areas enhances the advantages of the product; it is potentially usable for a variety of fleet services (e.g., pharmacies, food delivery, home assistance, private parcel and document delivery)

Sustainability effects:

Electric vehicles allow access to areas with traffic limitations, as well as to areas with toll paying tariffs. It provides greener and silent mobilità, very low urban CO2 output, especially if the necessary electricity is derived from renewable energy sources.

Also, due to their construction, electrical scooters have lower cost of maintenance and use than equivalent fuel powered vehicles. The outstanding idea behind Oxygen’s marketing approach was to focus on customers with potentially large fleets of fuel powered vehicles, like the post services (e.g., it is understood that the Swiss postal service has bought more than 500 oxygen cargo scooters for postal door to door delivery.)

Oxygen has received various international (World Mail Awards 2007, EVS24 Symposiums in Norway) and national (Ministry for Environment Land and Sea) recognitions for its initiative.
