Italy is the fourth largest economy in Europe. The country’s GDP is made up by the sectors agriculture (1.8%), industry  (25%), and services – trade, finance, transportation, tourism (73.1%).

In eco-innovation scoreboard index Italy presents quite a strong performance with respect to the other European countries, and it is the 9th ranked country in EU28. In particular, Italy excels with respect to the European average under the dimensions “Eco- innovation activities”, “Eco-innovation outputs”, “Resource efficiency outcomes” and “Socio- Economic outcomes”. However, the dimension “Eco-Innovation inputs” it is 25% lower than the EU average

Italy’s eco-innovation and circular economy development are characterised by the increase in recycling activities (e.g. in textile, mineral oil, packaging, construction waste, etc), strong R&D performance in water pollution abatement, waste management, and renewable energy areas, as well as by the initiatives in industrial symbiosis.

The still-low private and public R&D expenditures can be explained by the Italian industrial structure, which is mainly composed of small-medium enterprises (SMEs) and family businesses, which have only limited access to credit and often are not of a large enough scale to undertake R&D projects. Nevertheless, the country shows great potential for specialising in renewable energy technologies, which have been well supported by policies and regulations .

Biocasa

BiocasaFilca is the leading housing association in Lombardia and winner of the 2012 “Sodalitas Social Award” for its project “Biocasa”. With the Project “Biocasa”, Filca defined that new interventions will be made exclusively of class A or A + in terms of energy eficiency.

“Biocasa” is based on five pillars: 1) Location sustainability (construction pollution control, sustainable transport incentives , green promotion, mitigation of urban heat island effect, light pollution decrease), 2) reduction of energy consumption (thermal, electrical and water), 3) Psychophysical well-being psychology and safety (acoustic comfort, indoor air quality, material toxicity), 4) materials and resources (collection and storage of recyclables, wood usage from sustainably managed forests, attention to product life cycle) and 5) management of construction waste) and environmental design (quality assessment). To meet the World Health Organization goal of well being and safety, Filca provides specific solutions: controlled air exchange system with triple glazed windows, floating floors and triple walls between adjoining accommodations to ensure acoustic comfort, natural paints and dyes to ensure a healthy environment; electric plant "star" to reduce potential risks from electromagnetic fields.

The most recent case that represents excellence in energy efficiency applied to housing estates is the operation at Clusone (Bergamo) consisting of 8 apartments, making use of leading-edge technologies that put it in energy class “A+”, the so called “Zero Energy Building”. Earlier operations include two buildings in energy class “A” in Pompeo Marchesi Street in Milan (four buildings with 423 apartments) and those in Desenzano del Garda (51 dwellings) that moreover represent an example of applied geothermal science in one of the most important housing sectors in Italy.

The standard “Biocasa” ensures a cut in consumption between 70 and 80% compared to the buildings constructed before 2008 under the legislation in force from 1991 and until 2005 (Law n. 10/91). Cost savings can over time lead to a reevaluation of the property between 16 and 22%, in relation to the energy class and the price of the apartment, as documented in the analysis prepared by the Center for Studies in Filca.
