Since 2013, Bulgaria has made efforts to improve in its eco-innovation performance through the implementation of several Operational Programmes, including Strategy for smart specialization, initiatives on waste management and recycling, energy efficiency, environment, transport, science and education, and innovation and competitiveness.

The main challenges for eco-innovation in Bulgaria are related increasing domestic and foreign investment opportunities in eco-innovation and circular economy, promoting efficient use of resources by achieving high energy efficiency (especially in homes and building infrastructure), further developing renewable energy sources, and improving sustainability practices within the transport sector. Increased national investments from government and industry would significantly encourage more support for eco-innovation and circular economy initiatives. Furthermore, the legislative framework needs further improvement to encourage more investment in the sector.

Nonetheless, several significant drivers of eco-innovation exist, such as rise in awareness from both business, citizens and government on the benefits of green products and technologies, high skilled human resource and knowledge capital and Bulgaria’s leading regional position in the information and communications technology (ICT) sector .

Recirculation system for the production of blue-green algae

bulgaria_Recirculation_resizedOn 24 July 2012, the Varna company "ECO ALGAE " LTD.  and the Executive Agency for Fisheries and Aquaculture signed a  1,712,402 levs contract for a project to build a re-circulating system for the production of blue-green algae. The approved grant is 1,027,441 levs orapproximately  525,320.00 euro. The  contract is  financed under  measure 2.1 "Investments in aquaculture" of the  Operational Programme "Fisheries".

The project envisions the construction of a plant for the production of blue-green algae of  the Spirulina type (Spirulina platensis) through an accelerated process of photosynthesis (from seawater to dryness) in confined spaces,  in accordance with the requirements for nature conservation in existing buildings.

The village Banovo, in Suvorovo municipality ( Varna region),  is the location of the investment.

"ECO ALGAE " LTD. will produce algae designed for  food supplements,  medical substances,  and substances for cosmetics and pharmaceuticals. The main production  will be algae - Chlorella and Spirulina, which are suitable for Bulgaria. They  are new species with wide application. They were developed in the Bulgarian Academy of Sciences and grown in Rupite area,near   Petrich ( South-West   Bulgaria), 20 years ago.

The technology of operation of the re-circulating system is waste free. Moreover - the complex is characterized by converting carbon dioxide into oxygen from algae. The production of algae is completely organic.

In its production program, "ECO ALGAE " Ltd. plans  to  produce 43,200 kg. blue-green algae in the first year and   reach production of 111,888 kilograms  in 2020.

The project duration is 16 months. Thirteen new jobs will be created with its realization.

Barriers and Drivers
Until 2012, gaps in the legislation which  regulates  the procedures for registration of business organizations and fees for dealing with aquaculture, trade and transportion, genetic material, and finance imposed  administrative obstacles to sector development.  The latest  amendments in the Law on Fisheries and Aquaculture  in 2012 removed these barriers.

Economic Performance
From an economic point of view the algae are attractive  for  production of substances for various industries and biomass because  each cell photosynthesizes and their mass grows up to ten times faster thanterrestrial plants. Their  yield, unlike the other energy plants,  does not compete directly with plantation crops needed for food production.
