With a total score of 81 on the overall Eco-Innovation Scoreboard 2015, Hungary is ranked 18th on the list of EU countries, between Estonia and Romania, and still among those countries lagging behind the EU average.

In 2014 businesses spent 34% more in real terms on environmental investment in the form of pollution prevention, reduction or remediation compared to 2013. Hungary, however, did not take any further steps with regard to renewable energy investments, with the ratio of renewable energy sources within energy production remaining at the same level. Limited progress has been made in preparing and adopting the legislation necessary to increase energy efficiency. No progress has been made in terms of the economic incentives to reduce energy use. Major changes were introduced to environmental administration through the assimilation of environmental agencies (so-called ‘inspectorates’) into departments of regional public administration bodies. EUR 430 million was spent in energy-efficiency retrofitting projects within the framework of the “Warm at Home” programme.

The fragmented governance of environmental topics, with responsibilities assumed by three different ministries, may further reduce the effectiveness of the measures though. As for the policy background, the necessary policies exist in order to afford a legal framework for businesses and provide strategies for decision makers. These policies, however, sometimes do not seem to be efficient, and neither coherent nor predictable. Environmental product fees were introduced and increased on a set of products and extended to include photovoltaic panels, in such a way that would seem questionable in view of green economy goals and which has therefore resulted in much public debate. Despite certain recent increases in environmental taxation, there has been limited progress in shifting the tax burden to environmental taxes.

Some positive signs are linked to the approval of the National Research and Development and Innovation Strategy (2013-2020), which sets out measures explicitly targeting innovative SMEs. Hungary adopted its National Energy Efficiency Action Plan in 2015 .
