Since 2013, Bulgaria has made efforts to improve in its eco-innovation performance through the implementation of several Operational Programmes, including Strategy for smart specialization, initiatives on waste management and recycling, energy efficiency, environment, transport, science and education, and innovation and competitiveness.

The main challenges for eco-innovation in Bulgaria are related increasing domestic and foreign investment opportunities in eco-innovation and circular economy, promoting efficient use of resources by achieving high energy efficiency (especially in homes and building infrastructure), further developing renewable energy sources, and improving sustainability practices within the transport sector. Increased national investments from government and industry would significantly encourage more support for eco-innovation and circular economy initiatives. Furthermore, the legislative framework needs further improvement to encourage more investment in the sector.

Nonetheless, several significant drivers of eco-innovation exist, such as rise in awareness from both business, citizens and government on the benefits of green products and technologies, high skilled human resource and knowledge capital and Bulgaria’s leading regional position in the information and communications technology (ICT) sector .

The company Dalboka Ltd. was established in 1993. It specializes in cultivation and production of ecologically clean Black Sea mussels from the Muthilus Gallaprovincialis species. The mussels belong to the filtrators type and their main food is phytoplankton and zooplankton. One mussel filters 82 litres of sea water for every 24 hours timeperiod . However the experience proved , that mussles   show high  selectivity in their feeding.

Therefore, the environment in which they live and grow should be very clean and clear . The farms of Dalboka are located in one of the most environmentally clean areas in the country (the North Black Sea coast) - the Kaliakra Bay. The first experimental underwater farm was constructed and put into operation in September 1994. In August 2003, Dalboka Company constructed a surface mussels farm with a total area of 780 m2, under the SAPARD Programme. In July 2006 the company implemented the second stage of the project - 1640 m2, also financed by  SAPARD.
Today the company plans a new project - to add  a natural plantation of  brown algaes . The project is called KELP. It has significant impact for supporting the black mussles project  and producing of valuable, natural substituting raw-materials  for the domestic food, feed, beverage, pharmaceutical and cosmetic industries.

Barriers and Drivers
The main driver is the keen  enthussiastic and innovative attitude of the leader of the company . An important detail  is also  the proven background of already successfully completed innovative bio-projects . For such innovative initiatives the company always gets the support of the local government and the Ministry of agriculture and foods. Major barrier is the time and available financing. 

Economic Performance
The project  upon its implementation is expected to bring also considerable economic and other impacts :
- It will create enough raw material for the production of extracts used in the pharmaceutical , food & feed, and beverage industries. The substitution of already used ingredients will affect appprox. 30 % of the  cost.
- It will enrich the waters with important for the growth of the farmed mussels phyto-and zooplankton and will decrease the CO2 levels. This is expected to reduce about 2 months of theirs up to now growth cycle.
- Improves significantly  the quality of the belonging seawaters
- Contributes to the black mussles farming industry   and thusway subtsitutes in a  healthier and naturally proven way used  meat  for a considerable  number of dishes.

Social Performance
The project has its social benefits as well.
It will involve new jobs related to the management and implementation of the project .
Will increase public awareness of using naturally developed foods and products by changing peoples  attitudes and habits , of which will benefit their personal and and than in general the public health .  

Environmental Impact
- Filters on natural way the sea and improves the quality and clearness of coastal bay waters.
- Lowers CO2 emissions
- Contributes to enrich nutrition facts around , which is highly  important  for the farmed in the neighbourhood  black mussles
- Represents itself a bio-product , which after processing is the  raw material  for a number of products of  pharmaceutical , cosmetic , food and feed , and  beverage industries.
